Ok, so my games run at speeds over 60 fps, although it feels like 30 fps. My monitor can handle 60 fps and I don't have vsync and that kind of stuff enabled. Please help!

Is your monitor HZ set at 60? If you don't know, do this; Go to your desktop, right click your background and go to screen resolution > Advanced settings>Monitor>Screen refresh rate then change it to 60hz.

If it is set, what game(s) are you having troubles on?

My monitor is set to 60hz. I'm having trouble with CS:GO and BF titles.

Have you tried updating your GPU/CPU Drivers?
If so, I am very unsure what is causing it. Since I have never had this problem. Although, I have experienced some sort of "mental" ingame lag, where it doesn't feel like I have 120fps.

You should also consult Google to learn more about your problem.
